FIACCT 17-02_13 Labor Distribution – Excess/Comp Pool – Employee Transfer

Purpose

This policy provides information concerning the transfer of an employee from one agency to another.


Background

Enter the transfer information in the personnel system, HR Enterprise. This will then transfer the employee to the new agency in the Payroll System. It will transfer vested annual hours and sick leave to the new agency and will pay out the employee’s vested comp and excess hours. For exempt employees only excess hours will be paid out.

The following information details the treatment of vested excess/comp time when an employee is transferred from one agency to another. The procedure differs depending on the FLSA classification of the employee (exempt/non-exempt). Both of these classifications are dealt with below.

FLSA Exempt Employee:
If the employee is exempt, comp hours are lost when the employee transfers to another department. Excess hours are paid out of the transferor excess/comp pool.

FLSA Non-Exempt Employee:
If the employee is non-exempt, comp and excess hours are paid out of the transferor excess/comp pool.
