Purpose

To define the State’s policy for honorariums received by employees for speaking engagements and other consultative services.

Definitions

Honorarium

A voluntary payment made for services where no fee is legally required.


Policy

A. A state employee who chooses to use accrued leave while researching, planning, and preparing for a speaking engagement and while speaking, and who chooses to travel at his/her own expense shall be entitled to retain the amount of the honorarium he/she is granted for speaking or for rendering consultative services.

B. A state employee who chooses NOT to use accrued leave while researching, planning, and preparing for a speaking engagement and while speaking, and who chooses NOT to travel at his/her own expense shall remit the amount of the honorarium he/she is granted for speaking or for rendering consultative services to the finance staff of the department in which he/she is employed.

The department shall deposit these funds with the State Treasurer as a refund of expenditures in the unit where the employee’s salary is recorded.
