FIACCT 06-01_03 – FINET – Setting Up Billing Profile Codes

Purpose
This policy explains the policy and procedures that agencies using FINET should follow when requesting new or changing old Billing Profile codes in FINET.
Policy
A. The Division of Finance is responsible to establish and maintain billing profiles on the Billing Profile Table (BPRO).
B. For new billing profiles, for changes to or deletion of existing billing profiles, two agency approvals are required, one by the requestor and a second by the agency’s chief financial officer or executive director. The request and approvals may be done by either preparing form FI 138 (Billing Profile Request), approving and forwarding by email to the State Revenue Accountant at the Division of Finance, OR by emailing the information required on form FI 138 to the agency’s chief financial officer or executive director who forwards with approval to the State Revenue Accountant at the Division of Finance.

The Billing Profile is a required entry on the Receivable (RE) document. The Billing Profile information is stored on the Billing Profile (BPRO) Table. The primary functions provided by the Billing Profile information are as follows:
Remit To– The state agency’s name and address prints on the invoice and/or statement and tells the Customer where to send the Receivable payment.
Pay To– The state agency’s name prints on the invoice and/or statement and tells the Customer what state agency name to make the check payable to.
Billing Type– Identifies whether the Receivable Customer will receive invoices only, statements only, both invoices and statements, or other BPRO available options. To determine which setting to choose, see the FIACCT 06-01.11 Applying Payments Against Receivables policy.
Contact– This prints on the invoice or statement and identifies the state agency’s group or individual to contact. It also identifies the email address used by FINET to send the agency a PDF attachment with the FINET generated invoices and statements.
Receivable Due Date Lag –The number of days past the invoice or statement date that the RE is due. This field, if entered, overrides the system-wide default of thirty (30) days seton the System Options and Controls table.

Determine the appropriate billing information to include on the Customer’s invoice and/or statement. Complete form FI 138, Billing
Profile Request, or incorporate the information required on FI 138 into an email. (Form FI 138 is available electronically on the Division of Finance Web site at www.finance.utah.gov.) After approving and
obtaining the required agency approval, agencies may send the form
by email to the State Revenue Accountant at the Division of Finance.
Review the form and assign a billing profile code. Update the table
with new or changed billing information within one day of receiving
the FI 138 or email from the state agency. Notify the agency by email
or telephone that the profile has been set up or changed
