Division of Finance
We manage the state’s finances
The Utah Division of Finance manages the financial operations of the state. Our primary objective is to ensure the responsible and transparent use of taxpayer funds.
- We maintain accurate financial records and prepare reports used by government officials to make informed decisions.
- We adopt policies that protect taxpayer funds and promote compliance with related laws.
- We ensure that state employees are paid accurately and on time.
- We assist those traveling on state business to efficiently book travel and receive reimbursement for travel expenses.
- We actively pursue and collect debts owed to the state, local governments, and certain victims of crime.
Our mission
Our mission is to promote the highest standards of trust and integrity in managing taxpayer funds. We show integrity by consistently providing accurate, timely, and unbiased financial information to the citizens and policy makers we serve. We believe the prudent and ethical use of taxpayer funds supports the prosperity of the state and benefits all Utah residents.

We will employ innovative strategies and technology to enhance financial operations for the benefit of Utah's citizens.
Awards
For over 35 consecutive years the Annual Comprehensive Financial Report (ACFR) we prepare has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association. This certificate is awarded to government entities who go beyond the minimum requirements of financial reporting and prepare an ACFR that clearly and fully discloses all financial information. This means that our ACFR contains all the information citizens need to review the state’s yearly finances.

Leadership

Our division is led by Van Christensen, division director; Jonathan Ellis, assistant division director; Ally Branch, assistant director; and 4 section managers who lead different teams.
Accounting operations
Led by Ally Branch
We manage all funds received and spent by the state. We make sure all expenses are recorded correctly, we write policy for all state agencies to ensure public funds are spent lawfully and responsibly. Our internal auditors examine departments and agencies to make sure they’re complying with policy and operating effectively and ethically.
Customer solutions and innovation
Led by Taylor Winch
We aim to become strategic partners with all state agencies, driving innovation and enhancing the customer experience through collaborative solutions. Our team's project management philosophy is to foster a culture of continuous improvement to propel the division of finance towards greater success.
Financial information systems
Led by Justin Taylor
We manage databases, servers, and software used for the state’s financial operations. We perform regular maintenance and updates to make sure these systems run smoothly. Our team also offers training and support to other state agencies who use databases and software.
Financial reporting
Led by Patricia Nelson
We compile and analyze the state’s financial records. We meticulously review the data to make sure it’s accurate and adheres to governmental accounting standards. We publish this information in the Annual Comprehensive Financial Report (ACFR).
Payment operations
Led by Todd Darrington
We make sure state employees get paid correctly and on time. We also prepare W-2 forms for state employees.
